The Integrated Project Alliance (IPA) model provides the organisational and cultural framework for successful collaboration within the Lübeck–Lensahn Railway Alliance (BALL). The aim of this innovative contractual model is to involve all project participants at an early stage and on a partnership basis, to assume joint responsibility, and to efficiently coordinate planning and implementation.

In this context, OBERMEYER Infrastruktur, together with Arcadis Germany and Ramboll Germany, was awarded the contract to form the Ostholstein planning consortium within the IPA project. As the lead planner, the consortium is thus a central component of this forward-looking partnership and plays a key role in the planning and coordination of one of the most significant infrastructure projects in northern Germany.

OBERMEYER Infrastruktur is responsible for the overall planning coordination for the southern half of the project, specifically for the planning approval sections Lübeck, 1.1, 1.2, 2 and 3. Furthermore, the planning of transport facilities, drainage and civil engineering works from service phase 5 through to commissioning falls within its remit. The completion of the line will mark a decisive step towards improving European transport infrastructure: in future, it will be possible to travel from Hamburg to Copenhagen in just around two and a half hours over a distance of more than 160 kilometres of track. The project is thus a central component of the international link between Germany and Denmark, whilst also enhancing mobility in northern Germany.

In addition to the international link provided by the future Fehmarn Belt connection, the contract model for integrated project management (IPA) is a particular feature of the project. It promotes transparency, joint risk management and partnership-based cooperation among all parties involved – from planning through construction to commissioning. The client for the project is DB InfraGO, and the route is approximately 50 kilometres long. The planning consortium comprises OBERMEYER Infrastruktur, Arcadis Germany and Ramboll Germany, with a total of 563 people working on the project, 164 of whom are employees of OBERMEYER Infrastruktur. The scope of work includes overall planning coordination as well as the design of transport facilities and structural engineering. Completion of all sections is scheduled to coincide with the opening of the Fehmarn Belt Tunnel, currently planned for the period from 2029 to 2032.
